Tamil meet spent on Only Rs 301.76 cr, says govt

The state government on Friday released details of the expenditure for the recently held World Classical Tamil Conference and said out of the allocated Rs 312.26 crore, only Rs 301.76 crore was spent for organizing the meet and for improving infrastructure.
The conference was held in Coimbatore from June 23 to 27. The government had sanctioned Rs 73 crore for the conduct of the conference and another Rs 239.26 crore for infrastructure works. However, when accounts were tallied at the end of the meet, only Rs 69 crore was spent for the conduct of the conference and Rs 232.76 crore for improving infrastructure.
Giving the break-up of the expenditure, a government press release said Rs 13.04 crore was spent for the literary sessions and its venue, Rs 13.93 crore was spent for the pandal for the public meeting and poetry session, Rs 6.31 crore for the exhibition centre, Rs 6.3 crore for floats, Rs 5.87 crore for food and dining hall, Rs 7 crore for transportation of dignitaries, Rs 2.3 crore for the Tamil internet conference, Rs 11.81 crore for publicity related works and reception of delegates, Rs 88 lakh for releasing the souvenir and Rs 1.56 crore for administrative works.
Infrastructure works taken up for the conference include improvement of minor and major roads, providing street lights, upgradation of highways and laying of power cables.

President Prathibha Patil will inaugurate the first ever World Classical Tamil Conference in Coimbatore, scheduled from June 23-27.

About 7000 delegates from 47 countries including the US, France, Canada, Japan and Newzealand have registered to participate in the five-day event, which would host a variety of events, an official press release said here today.
Tamil Nadu Chief Minister M Karunanidhi had personally invited President Patil to inaugurate the conference during his recent trip to New Delhi.
Various committees comprising members from different areas have been formed to ensure the successful conduct of the conference, the release said.
‘The World Classical Tamil Conference will be inaugurated by the President of India on the forenoon of June 23,’ the release said adding renowned Indologist Dr Asko Parpola of Finland will be presented with the ‘Kalaignar M Karunanidhi Classical Tamil Award,’ instituted by the Central Institute of Classical Tamil.
Academic sessions, pageantry, general session for the public and a Tamil internet conference were part of the five-day schedule, the release said.
A commemorative stamp will be issued during the valedictory function, it said.
Besides developing a ’sprawling’ botanical garden on 45 acres of land in the city, a host of infrastructure projects were already underway in and around Coimbatore city,

After deciding on the broad infrastructure aspects relating to the World Classical Tamil Conference, the administration here is getting into specific ones that will help in making the conduct of the meet and related events smooth.

As part of the minute focus, the Coimbatore Corporation will prepare a blue print of the locations of drinking water tanks and mobile toilets on Avanashi Road that participants in the rally and onlookers will use during the rally to be taken out as the World Classical Tamil Conference in the city in June.
The call for the blue print was given by District Collector P. Umanath at the City Development Committee meeting held at the Corporation on Wednesday.
Only then could the district administration and the Corporation co-ordinate with the police on planning all the necessary arrangements.
Chairman of the committee and Mayor of Coimbatore R. Venkatachalam, Corporation Commissioner Anshul Mishra, Special Officer for the meet S. Prabhakaran and officials of the Tamil Nadu Water Supply and Drainage Board, Tamil Nadu Electricity Board, National and State Highways and the Corporation took part in the meeting.
The committee was formed to carry out the infrastructure development works for the conference that would be held here from June 23 to 27.
The Collector pointed out that enough police presence would have to be ensured at the drinking water points as any scramble at these spots could to lead to trouble.
WATER TANKS
Refilling of water tanks would also have to be made. For this, hassle-free routes to the tanks would have to be earmarked in the blue print.
Unless all these were on the blue print, the police would not be able to decide where its personnel would have to be posted.
The Corporation Commissioner said the print would be prepared soon after identifying the locations for the water tanks and the toilets.
On behalf of the committee, the Mayor gave a call to the owners of the residential and commercial buildings on Avanashi Road to give a fresh coat of paint to the structures prior to the rally.
Chennai roads to be renamed after Tamil scholars

Chennai Mayor M Subramanian has announced that about 50 roads and streets in the city, which had their names in English, would be renamed ahead of the World Classical Tamil Conference scheduled at Coimbatore in June.

“Roads such as Haddows Road and Harrington Road have been named in honour of Englishmen. These roads would be named after individuals who contributed to the growth of the Tamil language,” he said.
Meanwhile, Commissioner of Chennai Corporation Rajesh Lakhoni has been selected for the Prime Minister’s award for Excellence in Governance for 2008-09.
According to a press release, he gets the award for the project ‘Cervical Cancer Screening evolving a new methodology – a life saving initiative of Chennai Corporation’. The award would be presented on Civil Services Day on April 21,
Conduct a Contest for College Students to increase the Tamil content in Wikipedia

The State government has decided to conduct a contest for college students to increase the Tamil content in Wikipedia, the free online encyclopaedia.

The contest will be held as a prelude to the Tamil Internet Conference, which will be held concurrently along with the World Classical Tamil Conference at Coimbatore in June.
M. Anandakrishnan, chairman of the organising committee for the Internet Conference, said the competition was also to encourage the youth for trying and identifying online Tamil resources in their fields of specialisation and areas of interest. Explaining the rationale behind the contest, Professor Anandakrishnan said there were about 22,000 Tamil entries in Wikipedia, following Hindi (68,000 entries) and Telugu (47,000 entries). By deciding to hold the contest, the Tamil Nadu government was the first government to take the initiative of promoting the presence of resources in a language.
Those willing to participate in the contest should register themselves online (http:/tamilint2010.tn.gov.in) by April 30.
The word length of each entry to the contest should vary from 250 words to 500 words.
The entry should conform to Unicode. Selected entries would be hosted on the Tamil Wikipedia. More information could be had from the website http://ta.wikipedia.org.
Earlier, he presided over a meeting of the committee. Kanimozhi, Member of Parliament; Poongothai Aladi Aruna, Information Technology Minister; P.W. C. Davidar, IT Secretary; and Anto Peter of the Tamil Computing Sangam were among those who attended the meeting.

Danglers at public places and trailers of short films on the World Classical Tamil Conference are being planned to generate awareness of the conference to be held here from June 23 to 27.
The theme song penned by Chief Minister M. Karunanidhi with music by A.R. Rahman will also be ready soon, State Minister for Information and Public Relations and Chairman of the Public Relations and Publicity Committee for Tamil Meet Parithi Ellamvazhuthi told reporters on Sunday.
The committee, comprising the Minister, Editor-in-Chief of The Hindu N. Ram, Congress MLA Peter Alphonse, Secretary to Government for Tamil Development, Religious Endowments and Information G. Muthusamy, Nakkeeran Editor R.R. Gopal and television personality Ramesh Prabha, went around the venue and later discussed at a meeting the arrangements for the conference.
Rural Industries Minister Pongalur N. Palanisamy, Collector P. Umanath, Special Duty Officer for Tamil meet S. Prabhakaran, Coimbatore Mayor R. Venkatachalam and officials of the Public Works Department also took part in the meeting.
MEDIA CENTRE
The committee also discussed with officials the work for the conference and the timeframe for completing them. Mr. Ilamvazhuthi said more than 400 journalists from India and other countries would take part in the conference. A 12,000 sq.ft. media centre would be established at a cost of Rs.71.25 lakh. It would have telephone connections, fax and 75 computers with Internet connection. There would be televisions and closed-circuit cameras. A special place was being earmarked for parking outdoor broadcast vans of television channels. There would be a marathon from various places to Coimbatore and a short marathon in other places all over the State. Students would participate in these, wearing T-shirts with the Tamil conference logo.
To step up awareness, all new buses and government advertisements would have the conference logo. Textbooks supplied by the Tamil Nadu Textbook Society would have details and objective of the conference on their rear wrapper. The committee exhorted the media to ensure that information on the conference reached Tamils all over the world.
Industrialist V. Rajakumar told the committee and media that the choice of Coimbatore as the venue had done good to the city in the form of infrastructure development and the project to establish a botanical garden.
Road works to be taken up in Coimbatore

The Coimbatore Corporation is all set to provide a fresh tar top to some of the major thoroughfares in the city in view of the World Classical Tamil Conference in June.
The Coimbatore Corporation Council recently cleared bids for these works estimated at Rs.10.45 crore.
Some of the roads that will be provided a new tar top are: 100 Feet Road (Rajendra Prasad Road), Nava India Road (tar top and widening), Sowripalayam Road (up to Masakalipalayam), Dr. Balasundaram Road, Sanganur Road (from Mettupalayam Road to Sathyamangalam Road), Sundakamuthur Bypass Road and N.S.R. Road. A few other thoroughfares and link roads will also be re-laid. The Corporation has already cleared some road works.
Apart from the new surface for the roads, the civic body will also lay a 40 ft scheme road near Rangavilas Mill and construct a bridge near G.V. Residency to link it with Sowripalayam Road. The work is estimated to cost Rs.75 lakh.
Pedestrian pavements would be laid from Anna Statue to Lakshmi Mills on Avanashi Road. Pavements and storm water drains would be constructed from Huzur Road to Puliyakulam. Pavements would also be built along Krishnaswamy Road.
According to the Corporation, many road works are being taken up as the Tamil meet is the best opportunity to carry out these.
Over the last two to three meetings, the Council had witnessed a number of requests from councillors for laying new link or scheme roads and to re-lay some of the roads that were in poor condition.
These were in addition to the list already drawn up by the Corporation for improvements in view of the conference.
Demands to improve the condition of Marudamalai Road and Perur Road were also made at the meetings. Councillors pointed out that the participants at the conference might visit the heritage and pilgrimage centres of Perur and Marudamalai.
Officials clarified that these roads were under the control of the State Highways and the department would carry out improvements.
At one meeting, Leader of the Opposition and DMK member V.N. Udayakumar said at least 130 scheme roads earmarked in the Master Plan were yet to be laid.
Responding to this, Commissioner Anshul Mishra said the Plan never spoke of the funding. “The Tamil conference is a boon to us, as it is bringing funds from the Government to carry our improvements to the roads,” he pointed out.
Tamil Conference development works relating before April end

Deputy Chief Minister M K Stalin instructed the officials to complete the development works relating to the World Classical Tamil Conference before April end.

Stalin, who conducted a review meeting here on Friday, stressed the need for the early completion of the works being undertaken by the departments and Coimbatore corporation.
District Collector P Umanath told Stalin that all groundwork for the establishment of the parks had been completed and a Chennai-based trust would commence the works shortly.
The collector also informed that underground cable laying works by the Tamil Nadu Electricity Board (TNEB) on Avinashi and Tiruchy Roads at Rs 56 crore were in full swing.
While underground cable laying on Avinashi Road would be completed before March end, such works on Tiruchy Road would be over before April end, Umanath said.
Stalin advised State Highways Minister M P Saminathan to ensure that works on 17 roads at a cost of Rs 60 lakh, widening of Trichy Road at a cost of Rs 16 crore and Hope College Railway flyover should be completed before April end.
DMK will continue to press for rollback of fuel price hike: Karunanidhi

The Dravida Munnetra Kazhagam would continue to press for a roll back of the hike in the central excise duty on diesel through discussions in Parliament but not stall the proceedings of the House, said Chief Minister M. Karunanidhi here on Wednesday.

“I had sought a roll back of the customs duty hike at least on diesel since it will have a direct impact on farmers and food production. Prime Minister Manmohan Singh, Finance Minister Pranab Mukherjee and other Union Ministers called me up to explain their position and the situation in which the hike was effected,” he said addressing a press conference here.
The Centre, they explained, had been forced to resort to the step in an attempt to contain the fiscal deficit, pegged at 5.5 per cent of the GDP. The Central Finance Commission wants to bring it down below 3 per cent. The Centre had to reduce market borrowings, estimated to be around Rs.3,80,000 crores, to bridge the deficit. Though there was a practice of borrowing from banks, this could lead to a situation wherein banks were not able to lend to the industry and the poor.
As to whether the DMK would join the agitating Opposition, Mr.Karunanidhi said the party would follow the path shown by Anna, be it in the Assembly or the Parliament. ‘We will put forward our views on people’s issues through discussions and try to find a solution. We do not wish to stall the proceedings of the House. This will only be against the interests of the people,” he said. He was hopeful that the Centre would heed the party’s request.
On the violent incidents at the Annamalai University, Mr. Karunanidhi said that students had indulged in violence alleging negligence on the part of doctors after a student died in an accident. When police rushed to the spot, they had taken to the heels and some had fallen into a canal in darkness and three had died. “I had conveyed the details to Bihar Chief Minister Nitish Kumar when he called me up. I had also deputed Health Minister M.R.K.Paneerselvam to the spot and make necessary arrangements to transport the bodies of the students to their native places,” he said.
Mr.Karunanidhi observed that it was true that the Sethusamudram project has slackened in pace but did not agree that it has been shelved. The issue is before the court now. But there was no place for an alternative alignment and the original alignment finalised after a study was the right one, he observed.
When asked about the “neglect” of Tamil Nadu in the Railway Budget, the Chief Minister said the government has been writing to the Railway Minister highlighting the State’s requirements. He asserted that funds would not be a constraint for the implementation of the Kalaignar Housing Scheme. “Steps that are being taken now will continue”, he said replying to a question on the government’s plans to bridge the power shortfall in the state during the summer.
To a question on the demand for allowing MPs to speak in Tamil in Parliament, Mr.Karunanidhi said the DMK had been demanding that Tamil and other State languages be made official languages of the Centre so that all MPs were able to speak in their mother tongues in the House.
Mr.Karunanidhi affirmed in the positive when asked whether he had plans to present any research paper at the World Classical Tamil Conference to be held at Coimbatore in June. Preparatory works for the conference, by the various committees, were underway in full swing. On speculations that Assembly elections would be “soon at hand” after the conference, Mr.Karunanidhi quipped that the elections would only be held with the “hand.”
