Steady growth in population of wild elephants in the State

There is a steady growth in population of wild elephants in the State. This was revealed at a recent meeting of the steering committee of Project Elephant of the Ministry of Environment and Forests, in New Delhi.

The population of wild elephants in Tamil Nadu was 2,307 in 1993, which touched 2,971 in 1997 and 3,052 in 2002.

Two years ago, the population was estimated to be 3,867. In Kerala and Karnataka their population is on the decline.

Block and dung counting methods were adopted to arrive at the numbers, said a source in the Ministry.

KEY DECISIONS

Two important decisions were taken at the meeting – form an Elephant Task Force on the lines of Tiger Task Force; set up a rescue and rehabilitation centre for straying elephants, similar to the one functioning near the Vandalur zoo for tigers and lions rescued from circuses.

The committee expressed concern over the upkeep and maintenance of elephants in captivity.

The Ministry had issued guidelines for care and management of elephants in captivity nearly seven years ago.

It reiterated that State governments should conduct a survey and report the exact number of captive elephants in temples and other establishments. States should ensure that no illegal acquisition of pachyderms could be made.

Another complaint was on elephants being employed for begging in urban areas. In an attempt to end to this, the Maharashtra government had issued orders banning the entry of elephants within the corporation limits.

The Union Ministry requested other States to issue similar orders.

The Ministry requested State Governments not to issue any fresh ownership certificate for calves of captive elephants without DNA testing to prevent poaching.

SUGGESTIONS MADE

S. Vincent, Member, steering committee, Project Elephant, from Tamil Nadu, who attended the meeting, said he made a few suggestions to the Ministry, including construction of underpasses/flyovers to facilitate free movement of pachyderms across railway track/national highways; erecting bio-fences using chilly powder and other natural products to keep elephants away instead of electric fencing; identifying high risk zones of crop damage and man-animal conflict using GPRS facility; forming a conflict management committee with local communities, NGOs and volunteers; and streamlining the procedure for paying compensation to farmers for winning over local support.

State was on its way to bankruptcy because of the wrong fiscal policy of the DMK govt:JAYA

Leader of Opposition J Jayalalithaa on Monday charged that the State was on its way to bankruptcy because of the wrong fiscal policy of the DMK government.

She said the State had a debt burden of Rs 90,000 crore and the government was paying Rs 20 crore as interest per day. Moreover, every newborn child in the State carries a debt burden of Rs 15,000.
Winding up the discussion on the motion of thanks to the Governor’s address, Jayalalithaa said the DMK regime between 1996- 2001 left the State to the AIADMK government with dual economic burden – budget deficit and debt trap. However, due to prudent fiscal management, the AIADMK regime created surplus revenue of Rs 1,951 crore in 2005-06 and the budget deficit stood at just Rs 2,251 crore.

In contrast, now the revenue deficit stood at Rs 1,024 crore while the budget deficit had shot up to Rs 11,824 crore, Jayalalithaa said and added that the DMK government was spending the huge borrowings on non-value creating commodities instead of investing them on increasing infrastructure facilities.

Further, the State had been spending the amounts received through loans on non-performing items instead of spending them on items, which would pay more dividends than the interest rate due on the market borrowings.

“While the income of the State is being wasted, the tax revenue collection has come down and the deficit has burgeoned manifold,’’ Jayalalithaa charged.

Union Minister M.K.Alagiri today slammed the EC for cancelling the bye-election

Union Chemicals and Fertilizer Minister M.K.Alagiri today slammed the Election Commission for cancelling the bye-election to Pennagaram Assembly constituency ‘?s per the wishes of the opposition AIADMK’ without consulting the State Government.

Criticising the Tamil Nadu Chief Electoral Officer Naresh Gupta for cancelling the bye-election, he said: “I doubt whether Naresh Gupta is an AIADMK Party Member.’

‘Congress and DMK started the election work. But the AIADMK pressed for postponing the election.’ The EC also has cancelled its notification, Alagiri, South Zone DMK organiser and son of Chief Minister M Karunanidhi, told reporters here.

Usually bye-elections would be announced after consulting the state Home Secretary, Chief secretary and the government and getting their views. But without consulting anyone the Election commission had announced the date.

AIADMK and other opposition parties sought postponement of the bypoll which was scheduled to be held on Jan 20 as it coincided with Pongal festival.DMK and Congress, however, wanted election to be held as scheduled. The EC cancelled its notification and announced that a fresh one would be issued.

On AIADMK chief Jayalalithaa’s comment that DMK’s success in the recent assembly bye-elections was not natural but artificial, he said “she has been babbling like that every time. She complained against electronic voting machines. She should have got it rectified and then contested.”

He claimed that in next the Assembly polls, DMK would win 200 seats (out of the total 234 seats in the state).
