CM gives a filling assurance

Chief Minister M Karunanidhi has said his aim was to make Tamilnadu a land of compassion, where no child, woman or man would go to bed hungry.

Inaugurating an international conference on eradicating hunger and poverty in the presence of his Andhra Pradesh counterpart K Rosaiah here, he said great progress had been made in this regard.

‘But still we have to do much to ensure that no child’s physical or mental potential is impaired by malnutrition’, he added.

Stating that the conference organised by M S Swaminathan Research Foundation would prepare a road map for achieving the goal of a hunger-free world, he said Tamilnadu had always accorded high priority to farmers, farming and food.

On the steps being taken to prevent hunger and poverty, Karunanidhi said the government ensured adequate availability of essential commodities, of acceptable quality, at an affordable price, to the general public, particularly the poor.

The Public Distribution System has been one of the most crucial elements in food policy and food security system in the State. Tamilnadu was a pioneer in introducing a Nutritious Noon Meal Programme in all the schools of the State, which had not ony led to greater student enrollment, but also reduced the school drop out rate.

Karunanidhi said to face the challenges like higher average mean temperature, adverse change in rainfall and a rise in sea level as a result of global climate-change, the State government was preparing a suitable agricultural strategy based on the application of biotechnology and Information Technology.

‘Tamilnadu is a rain-shadow State. Water for domestic, agricultural and industrial needs, is a major constraint.

The government accords importance to tank-fed agriculture and was trying to revive the earlier practices like community-care and management of tanks’, he said, adding the government was planning to launch a mission for tank-fed agriculture in Ramanathapuram district.

Karunanidhi said the government was in the process of setting up five unique genetic heritage gardens, in association with eminent agricultural scientist M S Swaminathan.

‘They are designed to preserve for posterity our genetic wealth in food and medicinal plants and farm animals occurring in the agro-ecological zones’, he added.

‘These genetic gardens will not only serve as sources of education of the messages contained in classic Tamil literature, but also as sources of valuable genes to meet the challenges arising from global warming and climate-change’, he added.

The Chief Minister said Tamilnadu leads the country in its educational infrastructure. ‘We have set up a women’s biotechnology park in Chennai, the only one of its kind in India. The State is also the headquarters of the automobile industry.’

Prabhakaran’s mother can come but only for treatment

The Centre has allowed slain LTTE leader Prabhakaran’s mother Parvathi Ammal to visit Tamil Nadu for medical treatment on certain conditions, Chief Minister M Karunanidhi said today.

The Union Government’s decision has been conveyed through a letter to the Indian Mission in Kuala Lumpur where she is staying at present, Karunanidhi said in a suo motu statement in the state Assembly.

He said the Centre’s permission to 80-year-old Parvathi was solely for the purpose of medical treatment.

Immigration officials had last month deported Parvathi to Malaysia from where she had come to Chennai for treatment.

Listing the various conditions, Karunanidhi said the slain LTTE chief’s mother should confine herself to the hospital and should not stay anywhere else.He said Parvathi can take treatment in a government hospital if she so desired.

“State will make all necessary arrangements for it,” he said.

However, Parvathi should not have any contact with any political party or banned organisations or those connected with them, the Chief Minister said, adding, she should interact only with close relatives whom she has mentioned specifically.

Karunanidhi said the Centre had passed the order to grant Parvathi a six-month visa without interrupting a pending case in the High Court.

“Usually this type of procedure will take a long time.

However, considering Parvathi Ammal’s health, the Centre and the state had taken the initiative (to speed up the process),” he said.

After the deportation of Parvathi, some political parties in Tamil Nadu had raised the issue in the Assembly but Karunanidhi had then denied any knowledge about her visit.

The Madras High Court had on April 30 given two weeks time to Parvathi to represent to the state government if she wanted to undergo medical treatment here following which she had sent an e-mail to the government seeking permission.

The state government had written to the Union Home Secretary to consider allowing Parvathi for treatment provided certain conditions were met.

CM allegedly involves by playing the caste card:Jaya

AIADMK general secretary Jayalalithaa has alleged that Tamil Nadu Chief Minister and DMK president M. Karunanidhi was trying to trivialise the telecom scam that allegedly involves Telecommunications Minister A. Raja by playing the caste card.

In a statement here on Thursday, Ms. Jayalalithaa said Mr. Karunanidhi had “shamelessly played the Dalit card” to neutralise the Dalit leaders who, in Parliament, were demanding Mr. Raja’s resignation.

She said Mr. Karunanidhi did not address any of the issues raised in connection with the scam. Instead, he chose to criticise the Opposition for raising all pertinent issues, on the ground that Mr. Raja is a Dalit. His aim was to deflect people’s attention from the scam,

Electricity Tariff will not be hiked and free power will be given: CM

Tamil Nadu Chief Minister M Karunanidhi today said that electricity tariff would not be hiked in the State. He also said free power supply being given to a section of the society would not be stopped.

Replying to an issue raised by CPI legislator Padmavathi in the Assembly, Karunanidhi said that it was highly imaginary to say that
there were plans to increase the power tariff. “The electricity tariff will not be hiked and free power will be given,” he said.

In his reply to Karnataka Chief Minister B S Yeddyurappa’s remarks on reports that Kannada medium schools would be closed in Tamil Nadu, Karunanidhi said that though his government was keen at promoting Tamil, it never wanted to suppress other languages.

The Tamil Nadu Chief Minister requested his Karnataka counterpart to clarify with him other Ministers before making any comments.

Rajya Sabha approved the Tamil Nadu Legislative Council Bill

With Congress and DMK reaffirming their ties during Tamil Nadu chief minister M Karunanidhi’s recent visit here, the Union government moved swiftly on Wednesday to introduce a bill in Parliament to set up a legislative council in the southern state.

Despite vociferous protests from AIADMK, coupled with BJP questioning the urgency behind the move, Rajya Sabha approved the Tamil Nadu Legislative Council Bill on Wednesday itself.

The bill provides for an upper House in the state with 78 seats, which was abolished by the state’s AIADMK government in 1986. The Tamil Nadu assembly on April 12 had passed a resolution by two-thirds majority as a first step towards reviving the state’s legislative council.

The UPA government’s firm push for the step is yet another signal that all is well between Congress and DMK, despite irritants like the 2G spectrum allocation controversy surrounding communications minister A Raja, and the two will jointly take on AIADMK in the state assembly polls slated for early-2011.

In Rajya Sabha, AIADMK MPs said the UPA government had “succumbed” to DMK’s “blackmailing”. BJP, on its part, supported the legislation but also attacked the Congress for rushing through the legislation without due diligence.

“I understand the compulsions of coalition politics but the government should have referred this matter to the standing committee…the plus and the negative points should have been debated,” said BJP leader M Venkaiah Naidu, adding that there should be a check on the propensity of state governments to abolish legislative councils after creating them.

Justifying the move, law minister M Veerappa Moily quoted B R Ambedkar to hold that another chamber besides the legislative assembly was needed in states. The Sarkaria Commission on centre-state relations had also recommended them,

CM announces solatium to kin of leopard mauled children

Tamil Nadu Chief Minister M Karunanidhi today announced a solatium of Rupees one lakh each to the families of two children, who were mauled to death by a leopard near Thonimud estate near Valparai in Coimbatore District.

Replying to a special call attention motion moved by Mr Kovai Thangam and Mr C Gnanasekaran (both Cong) in the State Assembly, the Chief Minister said the Forest Minister had announced that Rs 25,000 each would be given to the parents of Mugeswaran (5) and Mani Shankar, who fell prey to the panther.

Promising to take all steps to prevent such incidents in future, Mr Karunanidhi after receiving a report from the District Collector said Rs one lakh each would be given to the affected families.

Govt continue to take steps to eradicate spurious and expired drugs retail market.

Tamil Nadu Chief Minister M Karunanidhi today said his government would continue to take steps to eradicate spurious and expired drugs from the retail market.

Intervening Mr John Joseph (CPI-M) during the debate on the demand for grants for Health Department, Mr Karunanidhi said based on the meeting he had convened with the Health Minister, Health Secretary and other officials, several people were arrested in connection with the spurious/expiry drug scam in the State.

However, he said, he was hurt over the way the CPI(M) members had twisted his remarks on the issue, both inside and outside the House, by stating the Chief Minister had said there was no harm in taking expired drugs.

Clarifying, Mr Karunanidhi said he had only told the House that spurious drugs would be dangerous and life-threatening than expired drugs, which were of no use as it would have lost its potency.

”But some people had deliberately twisted his remarks both inside and outside the Assembly. I will not feel bad if someone else had found fault at me on in this issue. But I feel hurt when a member of the CPI(M), known for making comments on any issue only after studying it in detail, twisted the remarks,” he added.

Replying to the debate, Health Minister M R K Panneerselvam said 23 Drug Inspectors would be appointed soon to keep a tab on the quality of drugs being sold in pharmacies in the State.

CM announced the many construction of a residential works

Monday was yet another important day for Chief Minister M Karunanidhi, who wrapped up the debate on the demands for grants to the PublicWorks Department in the Assembly, a department which he is taking care of after decades.

He announced the construction of a residential complex for employees of the State government at Todhunter Nagar in Saidapet at a cost of Rs.175 crore. The Chief Minister said the State government will renovate the 45-year-old Contour canal, considered as the lifeline of the Parambikulam-Aliyar Project, at Rs 127.5 crore to benefit about two lakh farmers of Coimbatore and Tiruppur districts.

In order to preserve scarce water resources in the state, the Tamil Nadu government has decided to spend around Rs.100 crore to build check dams this fiscal, Karunanidhi said. “This year, too, we will be building check dams at an outlay of Rs.100 crore. The government will also desilt the water canals so that Cauvery water can reach the tail- end portions in the Cauvery delta region spending Rs 12 crore,” he added.

Karunanidhi said the rights of Tamilnadu in various matters, including the Cauvery, Mullaperiyar and Palar issues, would be protected. He also announced the construction of a new Kalaivanar Arangam for Rs 50 crore.

TN & Kerala ‘jointly agree’ schedule of releasing water from power project

Tamil Nadu and Kerala should ‘jointly agree’ over schedule of releasing water from a power project by that state on the Pambar river,Chief Minister M Karunanidhi said here today.

Replying to the debate on grants for Public Works Department in the Assembly today, he said Kerala had proposed to construct a dam for power generation and releasing the used water back in the river.

Since the water released downstream, after power generation is to flow to Tamil Nadu into Amaravathy reservoir,both states would have to jointly agree to the schedule of water release from Pambar HEP to not adversely affect irrigation downstream, he said, quoting a Cauvery River Water Tribunal ruling.

Water from river Pambar is used for irrigation in Tirupur.

The river originates in Anaimudi Hills in Idukki District of Kerala.

Both Kerala and Tamil Nadu are already locked in a legal battle over the Mullaperiyar dam.

Prabhakaran’s mother medical treatment: CM ready to write to Centre

Tamil Nadu Chief Minister M Karunanidhi today said the State would write to the Union government on allowing LTTE leader Prabhakaran’s mother Parvathy Ammal to India for medical treatment, if she insisted.

Responding to a special call attention motion in the Assembly, he said the State government had no role in the Friday’s deportation of Parvathy to Malaysia, when she reached the Chennai airport.

“There was no communication to the State government from her or those who had arranged her Indian trip from Malaysia. All the communication was between her and the Centre,” Karunanidhi said.

The Chief Minister said he came to know about some trouble in the airport only around midnight when some persons secretly went to receive her. “When I enquired with the airport authorities immediately, they said that she had already been deported to Malaysia,” he said.

He added: “If she insists on coming to Tamil Nadu for treatment, we are ready to consider her case and write accordingly to the Union government.”
