TN fixed fees for private self financing schools: Govt

It was seen lately that the State government of Tamil Nadu had fixed fees for 10,934 private self financing schools.

The fee structure was finalized by the Private Schools Fee Determination Committee. This committee was a constitutional panel that was appointed by the Government and had fixed the fee structure after a detailed study was conducted on different issues.
It was noted the average fees collected from each student, the total number of students and the expenditure by the school was calculated by the committee. It also included the salaries of teaching and non-teaching staff. Some other expenses like electricity and telephone charges were also taken into consideration.
The Chief Educational Officer would be fixing the fees for each individual school. On Pallikalvi.in details of the fee structure would be posted. It would be for the benefit of parents and schools. It was told by K.Govindarajan, Committee Chairperson said that the format was designed in relation with the fixing of the fees. This format was therefore, forwarded to 10,934 schools out of which 10,233 responded.
It was seen that the fee structure was fixed for 10,233 schools on the basis of income and expenditure of the schools. It was seen that if the income that was collected from the students was more than expenditures, the schools were request to reduce the fees.

Tamil Nadu Board of Secondary Education, established in 1910, is under the purview of the Department of Education, Governemnt of Tamil Nadu, India. Up to and ending at the secondary (class 10) level, the following streams of education are offered: the SSLC (Secondary School Leaving Certificate) stream, the Anglo-Indian stream, the Oriental School Leaving Certificate (OSLC) stream and the Matriculation stream.
And for higher secondary (classes 11 and 12) there is single unified stream leading to the award of the Higher Secondary Certificate (HSC). The Tamil Nadu State Board of School Examination evaluates students’ progress by conducting two board examinations-one at the end of class 10 and the other at the end of class 12. The scores from the class 12 board examinations are used by universities to determine eligibility and as a cut-off for admissions into their programmes.

Come June and parents have to break their heads whether to continue their wards in the same school or shift them owing to exorbitant fees. Now with the government appointed panel fixing a uniform fee structure, parents need not feel the pinch in their purse, as they can now arrange for the money in advance.

With number of complaints increasing day-by-day regarding private schools collecting huge sum as fees, the government decided to frame a legislation.
Headed by a former High Court Judge, a committee was established under the Tamilnadu Schools (Regulation of Collection of Fee) Act 2009.
The Private Schools Fee Determination Committee, a statutory panel appointed by the Government on Friday finalised the fee structure after conducting a detailed study of the various issues.
The committee took into consideration the average fees collected from each student, the total number of students and the expenditure incurred by the school, including the salaries of teaching and non-teaching staff and other expenses, such as electricity and telephone charges.
The fees fixed for each individual school will be intimated through the concerned Chief Educational Officer.
K Govindarajan, Committee Chairperson, addressing newspersons here on Friday, said a format was designed with regard to the fixation of fees and it was forwarded to all the 10,934 schools, of which 10,233 responded.
The fee structure for 10,233 schools was fixed on the basis of income and expenditure of the schools.
If the income, collected as fees from students, were more than the expenditure, the schools were asked to reduce them.
In schools where the income was less than the expenditure, they were allowed to collect the existing fees.
Schools that were not collecting any fees would not be allowed to collect fees.
For the 701 schools which had not responded to the format, the committee has fixed fees similar to that of schools in the adjoining areas.
The committee on an average fixed Rs 11,000 for higher secondary schools, Rs 9,000 for high schools, Rs 8,000 for middle schools and Rs 5,000 for elementary schools in the city.
There were higher secondary schools in the city which were collecting around Rs 35,000 per student.
However, in the case of elementary schools in the city, a majority of them were collecting around Rs 2,000 per student.
Shockingly, a residential school in Kadayanallur in Tirunelveli district was collecting Rs 1.25 lakh per student for elementary classes.
As the school showed an expense of Rs 3,000 per student, the committee fixed the same as the fees. The committee allowed the existing fee structure for schools that were collecting reasonable fees.
Govindarajan said fees in schools in urban areas were less compared to those in semi-urban areas. Perhaps this might be due to lesser number of students in the latter.
The chairperson said the fees fixed by the committee would be in force for three years and no school would be allowed to enhance or revise the fees for the next three years without prior permission of the committee. For the development of schools a 10 per cent increase in expenses would be allowed.
If the committee received any complaint from students or parents that a particular school had been collecting more than the prescribed fee it would make an enquiry. It would recommend penal action against the school if the complaint against it was found to be true.

Tamil Nadu Minister for School Education Thangam Thennarasu today announced in the State assembly that the Justice Govindarajan Commission would finalise the fee structure in private schools in four or five days and warned of stern action if any school collects higher fees from students.

Replying to a call attention motion by members with regard to private schools collecting higher fees from the students, the minister said the Justice Govindrajan Commission, appointed by the state government to finalise the fee strucuture, had held detailed discussions with managements of the schools and would soon come out with its report.
He said after the constitution of the Commission, the state government had sent circulars to all private schools in November, directing them not to admit students, till the fee issue was settled.
However, most of the schools, expressing practical difficulties, suggested that they be allowed to admit students and collect the fees after the Commission finalised the strucutre.
Accordingly, schools were allowed to admit students, he said adding the Justice Govindarajan Commission had more than 15 sittings and finalised the fee strucutre. It would submit its report within four or five days.
There were 10,951 private schools in the state, of which 10,233 had given their suggestions on the fee structure, he said.
Mr Thennsarasu said once the government fixed the fee structure, all the schools would be required to follow the same.
The government would take legal action, if anyone collected more fee than the limit fixed by the government, he warned.
Bharathiar University will organise a free summer camp

The Department of Physical Education of Bharathiar University will organise a free summer camp for physically challenged students from May 10 to 25 at the university premises.

According to a university release, the camp will be held at the Sekhizhar Hostel and will be conducted free of cost. It will be residential for the boys. Those who are above 12 years of age are eligible to attend. Participants will be taught basketball, football, handball, volleyball, softball, ball badminton, cricket, tennis and gymnastics. They will also be trained in track and field events, yoga, music, aerobics, and martial arts.
Applications are available at the Department of Physical Education. Students should register before May 10.
152nd Founder’s Day celebrations a ‘Drum Jam’ session

Known for being steeped in tradition and history, the Lawrence School at Lovedale near here became a trend setter of sorts on Wednesday.
The institution set in motion its three-day 152nd Founder’s Day celebrations with a programme aimed at de-stressing not only its students and faculty but also parents and visitors.
The programme, facilitated by a Bangalore-based group involved a ‘Drum Jam’ session, which, apart from breaking barriers, set the tone for the celebrations in which the former Governor of West Bengal Gopal Gandhi will be participating as the chief guest on the concluding day.

The head of the group Roberto Narain told The Hindu that such a programme was being organized for the first time in the Nilgiris.
Earlier an exhibition was inaugurated by the President of the Old Lawrencians Association M.S.P.Senthil Kumar.
Among those present were the Headmaster Y.H.V.S.Prasad and Bursar C.Sunderaj.
A highlight was an eco model house put together by the Science Department.
The school which ranks as one of the leading public schools in this part of the world came into being in 1858.
Situated amidst sylvan surroundings, the school, which sprawls over about 700 acres, has had a chequered history.
Started as an asylum thanks to the efforts of a soldier and civil administrator Sir Henry Lawrence, it was converted into a military school and made a public school after Independence.
However the tragedy was that Sir Henry did not live to see his work come to fruition, having died on July 4, 1857 in the Lucknow Mutiny.
Before being christened The Lawrence School, it has over the years been referred to as the Ootacamund Lawrence Asylum, the Lawrence Memorial School and the Lawrence Memorial Royal Military School.

Arrangements for the 98th Indian Science Congress 2011 to be held at the SRM University here are in full swing as the ”Indian Science Congress 2011” Website has been launched.

The website (www.isc2011.in) was formally launched by the General President of the Indian Science Congress Association, Prof K C Pandey, in the presence of Vice-Chancellor, Prof P Sathyanarayanan, Directors and Senior Faculty Members of the SRM University.
The website presents several details of the Indian Science Congress Association and the 98th Indian Science Congress 2011.
The details also contain the plenary sessions of the Indian Science Congress 2011 that are being planned, a release from SRM said.
The focal theme of the India of the Indian Science Congress 2011 is ”Quality Education and Excellence in Scientific Research in Indian Universities”.
The focal areas of the Indian Science Congress 2011 include challenge of water resources management in the new millennium, Genetic engineering and biotechnology: application and human welfare, emerging trends in biomedical research and technology, Information technology for rural development, nanotechnology: perspectives and present prospects, climate change and global warming, climate change and food security and renewable and non-conventional energy, energy security, bio-fuels as energy among others.
Over 8,000 delegates from several Universities, different institutions and national laboratories across the country and abroad, including a few Nobel Laureates, will be participating in the Indian Science Congress 2011 during January 3-7, 2011.
SRM University is putting in all efforts and making necessary arrangements for the Indian Science Congress 2011, the largest scientific event in the country, the release said.
The Indian Science Congress is customarily inaugurated by the Prime Minister of India.

The Hindu Education Plus International Education Fair 2010 comes to Coimbatore for the first time. It will be held here on May 5.

The earlier two editions were held in Chennai and Hyderabad.

Submitting application forms for enrolling in the MSc

The last date for submitting application forms for enrolling in the MSc Cyber Forensics and Information Security course offered by the University of Madras is May 5.

The course, which is being introduced in the new academic year, will be offered by the university’s department of criminology, said a press release. The course, which is of two years duration (four semesters), will have a mix of classroom instructions and hands-on lab work.
The application form for the course can be purchased directly from the University of Madras or downloaded from the website www.unom.ac.in.
