Route developmental funds through panchayats

The central government is planning to route developmental funds through panchayats in order to wean people away from Maoism and prevent youth from joining the rebels, Minister of State for Planning and Parliamentary Affairs V.Narayanasamy said Tuesday.

This was discussed at a meeting of te Planning Commission chaired by the prime minister some days ago. The government is also looking at the possibility of allowing the tribals to use the minor forest produce, Narayanasamy told reporters here.

He also said that the government hopes to introduce the women’s reservation bill in the Lok Sabha during the winter session after discussing the issue at an all-party meeting.

“The prime minister has agreed to call the meeting and we hope to introduce the bill in the winter session. A discussion on population stabilisation is also slated during the winter session,” Narayanasamy said.

Queried about the Land Acquisition (Amendment) Bill, 2010, he said: “Our allies have expressed their views on the bill. They have said market rates have to be paid while acquiring the land. A new bill has to be drafted. The winter session may also see introduction of bills relating to allowing foreign universities in India, insurance and pension sector.”

Condemning Bharatiya Janata Party (BJP) for disrupting Lok Sabha and Rajya Sabha proceedings during the monsoon session, Narayanasamy said that the main opposition party wasted 45 precious hours of the two houses.

He said BJP leaders should be ready for discussion and not for disruption.

Indian Foreign Secretary to reach out to Tamils in Sri Lanka three-day visit

A senior Indian delegation led by Indian Foreign Secretary Nirupama Rao is scheduled to arrive in Sri Lanka today on a three-day visit. The delegation will also include India’s Defence Secretary Pradeep Kumar.

During her visit, Rao is scheduled to visit the Tamil heartland of Jaffna in Northern Sri Lanka and meet the local government officials including the Governor of Northern Province Major General G.A. Chandrasiri, Mayor of Jaffna and civil leaders and academics.

The Indian delegation also will visit other cities in the conflict-affected region including Kilinochchi, Mullaitivu, and Vavuniya in the North and Trincomalee in the East to observe the progress in the resettlement process of displaced Tamil civilians. She will also inspect the progress of projects funded by India.

Rao will also have a special dialogue with the major Tamil political party, Tamil National Alliance (TNA), Batticaloa district TNA parliamentarian P. Ariyanethram said.

Foreign Secretary’s visit, amid pressures from the Tamil Nadu political power on the Central government of India to do more for the Sri Lankan Tamil community, is seen as an effort to reach the war-battered Tamils in the North and East.

Indian daily Hindustan Times says that India’s hands-off stance during the final stages of the war is seen as a betrayal among the Tamil community in Sri Lanka as well as in Tamil Nadu. Rao’s visit and soon-to-be-followed visit of Indian Foreign Minister S.M. Krishna are an attempt to change that perception and send a message to the Sri Lanka Tamils that India will not abandon them.

Tamil Nadu’s value added tax growth has halved: Jayalalithaa

The implementation of value added tax (VAT) regime in Tamil Nadu by the DMK government from 2007 onwards has resulted in slower growth in commercial taxes revenue, AIADMK General Secretary J. Jayalalithaa said here Monday.

‘The state’s commercial tax revenue went up to Rs.16,615 crore in 2005-06 up from around Rs.8,000 crore in 2001-02, more than 100 percent growth. The growth rate has come down to 50 percent during DMK’s regime at Rs.24,819 crore during 2009-10,’ she said.

‘The central government is yet to compensate the state to the tune of Rs.3,500 crore towards tax loss on implementation of VAT.’

According to her, the state lost its power to levy taxes with the implementation of VAT in 2007.

Jayalalithaa ridiculed the resolution passed by the DMK members of parliament at their meeting recently opposing the implementation of the Goods and Services Tax (GST)

She said the decision to implement GST within three years of introducing VAT was taken long back. The DMK government by implementing VAT in the state has in fact given its consent for GST.

TN police has sought the Interpol investigation of 12 online cheating cases

The CB-CID wing of Tamil Nadu police has sought the assistance of Interpol in the investigation of 12 online cheating cases with the arrest of Nigerian nationals in some cases in the state.

‘In most of the cases, Nigerians are the masterminds and the Cybercrime wing of CB-CID has arrested four Nigerians,’ the investigating agency said in a release here.

The online crimes include lottery and job frauds and the agency has registered 13 cases this year and 25 since 2007.

The Nigerians used to recruit Indian account holders, called money mules, to provide their bank account details, ATM and other bank details for a commission.

In these types of online cheating, the culprits randomly choose mobile numbers and send group SMS and e-mails luring victims saying they had won an high prize in cash or lottery draw in the names of established brands, asking them victims to respond by paying a small sum as processing fee for ‘realising the money,’ the release said.

‘At times, the victims of these frauds are persuaded to part with important personal details like bank account number and credit card number which could cause further damage,’ it said. A similar Modus Operandi was being followed for job frauds when people were asked to pay money for various purposes only to be duped, the release added.

The CB-CID has arrested four Nigerians from Mumbai and 14 Indian account holders/ money mules from Chennai,Mumbai and Bangalore among others who were involved in various cases of online cheating.The Cyber Crime cell has also sought assitance of Interpol in the investigation of 12 cases of online cheating, the release said.

Police said people should not respond to such SMS/e-mails and desist from disclosing personal banking details.

In a recent case, a Tircuhirappalli-based businessman lost lakhs of rupees after such culprits managed to siphon off money through fraudulent means.

TN in two lakh employees will get a hike in their salaries

Over two lakh employees in Tamil Nadu will get a hike in their salaries with the state government accepting the recommendations of the one-man Commission to set right “anomalies” arising out of the implementation of the sixth pay commission recommendations.

The decision to accept the recommendations of the Rajiv Ranjan Commission would cost the exchequer Rs 223 crore per annum, an official press release said.

The one-man commission under Industries Secretary Rajiv Ranjan was set up to look into complaints of anomalies in the revised pay structure of state government officials in line with the Sixth Central Pay Commission.

Madras HC upholds TN notification

The Madras High Court today upheld a Tamil Nadu notification of July one inviting applications for direct recruitment to the post of district judges at the entry level, holding that it did not suffer from any error.

The First Bench of Chief Justice M Y Eqbal and Justice T S Sivagnanam said it had been categorically stated that the obligation of filling vacancies as per the three per cent reservation for disabled persons would be carried out by the appointing authority at the time of appointment.

The court was dismissing a batch of petitions challenging the notification for want of transparency, among other things.

The Bench held that the stand taken by the state government was fully justified in as much as the system of 200 point roster dividing classification granting an equal ratio of 1:1:1 to the disabled category had been followed.

The court rejected a contention by another petitioner that the maximum marks allotted to the written exam and viva voce ’shall not be 75 per cent and 25 per cent respectively.’

It cited a recent Supreme Court judgment which held there was no constitutional infirmity in prescribing a higher percentage of marks for viva voce test for recruitment to services like judicial services and administrative services.

On another contention that no syllabi had been prescribed for the examination, the Judges said “the post of district judge is a coveted one having multiple responsibilities both on the judicial and administrative sides.” Therefore, candidates must have a good knowledge of civil,criminal and other laws and also basic knowledge in general law, they said.

The Bench also dismissed another petition seeking to declare the Tamil Nadu State Judicial Services (Cadre and Recruitment) Rules 2007 as ‘unconstitutional’ and consequently quash the notification.

It referred to another Apex Court decision where it was held that members of subordinate judiciary were not eligible to appear in exams for the post of district judges.

However, in view of the urgency of the matter, the Judges directed the government to notify the date and venue of the written examination within six weeks.

Tamil Nadu IT sector promoting rural BPOs

As part of its policy to take the IT sector to rural areas, Tamil Nadu Government is holding talks with various companies and colleges for setting up of Rural Business Process Outsourcing Centres.

The government recently unveiled its ambitious Rural Business Process Outsourcing (BPO) Policy, unveiling an incentive-based approach to encourage establishment of BPOs in rural areas.

“We are holding talks with several companies and engineering colleges as part of the process”, officials said.

The government wanted the colleges to offer training to the students so as to make them employable in BPO sector when they passed out as graduates, they said.

“It will take some more time (on setting up of the BPO centres in rural areas), they said, adding the government was looking to bring the BPO provider and entreprenuers under one platform.

“Our job is to bring the entreprenuers and companies on to one platform. First we have to finalise the companies (for providing the work) and we have to identify those entrepreneurs who are ready to provide basic infrastructure”

Yuvaa – a Youth Expo 2010 on Sep

The Rotary Coimbatore Manchester – District 3201 will host Yuvaa – a Youth Expo 2010 on September 25 and 26.

According to a release, the expo will be held in addition to the Yuvaa 2010 Collage Talentia.

It will be held at Suguna Kalyana Mandapam and will consist of nearly 70 stalls.

It will display products for youth.

Primex Healthcare on expansion mode

As a part of its expansion plans, city-based Primex Healthcare today announced that it would set up 50 diagnostic facilities in Tamil Nadu at a cost of Rs 12 crore.

“To start with, in phase-I, we have planned to setup diagnostic centres in six locations in Chennai before expanding into other cities and towns in Tamil Nadu over the next 12 months”, Primex Healthcare CEO Anand Mahadevan told reporters.

Targeted at all income groups starting from the lower middle to the upper income group, Primex would offer high-end 1.5T MRI, Multi-slice CT, High frequency digital x-ray, 3D Ultrasound system, computerised ECG and Treadmill among others.

“Besides low price points for walk-in customers, Primex would also offer annual membership cards”, he added.

He said the company also plans to set up diagnostic facilities in southern states in few years from now.

Mahadevan said Indian diagnostic service industry was projected to grow at a CAGR of over 20 per cent.
