Kanyakumari district authorities have claimed success in making the tourist haven plastic-free from April one this year.

All four municipalities,56 town Panchayats, 99 village Panchayats have not only passed laws prohibiting use of low grade plastics and plastic articles but are observing it from April 1 this year,District Collector Rajendra Ratnoo told PTI.
The Green Kanyakumari Plan and war against plastics was launched M K Stalin, Deputy Chief Minister on December 2 last year. Sensitization of people and all stakeholders to bring about change in their attitude and then triggering off behavioural changes was the main strategy, he said.
Local political leaders also took part in meetings to stress the need for keeping the environs clean and ban use of plastics. To enlist the support of the NGOs and local leaders the Friends of Nature Society of Kanyakumari which was dormant for sometime was revived.
What made the programme a success was also the assurance that low quality plastic packaging materials would be substituted with jute or paper bags.
All local bodies in the district passed resolutions banning the use of plastics as mentioned under the Municipal Solid Waste Management Rules promulgated almost a decade ago and on eve of Pongal festival (in January) it was announced that the ban would come into force from April 1 2010.
About 100 special squads were formed to ensure that plastics were not used as a packaging material after April 1.
Fine for violation was Rs.50 for the user, Rs.500 for the shopkeeper and Rs.1,000 for the sellers of plastic carry bags.
The adherence to the ban on plastic was spontaneous and overwhelming, sources claimed. All sections of society switched over to alternate packaging materials wholeheartedly swiftly and smoothly, they said. The authorities had to book just 15 cases for rpt for violation of rules in the district.
The District merchants association has hailed the move and appealed to all traders to ban plastic in their business.

On AIADMK MLAs calling on the Chief Minister and DMK leaders, she said AIADMK MLAs were meeting the leaders as Chief Minister, General Secretary K Anbazhagan, Deputy Chief Minister M K Stalin and Union Minister M K Azhagiri were always accesible to them.

However, Ms Jayalalithaa would meet her partymen only if she desires, she added.

The Coast Guard is coming up with four new stations in eastern region, which stretches from West Bengal to Kanyakumari in Tamil Nadu, in order to cover the vulnerable security-related gaps along the coast and stop future terror attacks similar to the 26/11 Mumbai carnage.

The coastal security and the Coast Guard have come to the centre stage post-26/11 in wake of the heightened maritme security scenario and the need for safeguarding India’s economic interests.
“Definitely we will try to ensure there is no more 26/11 with whatever resources we have,” said Inspector General A. Rajasekar, Commander Coast Guard region (East), when asked about protecting India’s entire exclusive economic zone ion the eastern coast.
“After 26/11 every organisation has been sensitised. There is coordination between the Navy, the Coast Guard, and the Marine Police and with that I think we will be able to prevent any such attacks in the future,” he said.
“On the eastern coast, we have a coast guard station coming up at Karikal (Tamil Nadu), one each in Krishanapatnam and Nizamapatnam (Andhra Pradesh), and Gopalpur (Orissa). We also have Coast Guard air stations coming up at Bhubaneshwar and Vishakhapatnam,” Inspector General Rajasekar told ANI in Chennai.
The Coast Guard has been involved in a number of activities like intensifying patrolling with the help of advanced off shore patrol vessels (AOPVs), and the ICG personnel were making requisite efforts in the national interest to thwart any infiltration into the Indian Maritime Border Line.
“The government has sanctioned ships and aircrafts for the modernisation of the Coast Guard. Hopefully, by 2012 we plan to have about 100 ships and 100 aircrafts,” he said.
He said that number of boats deployed for patrolling the coastline has increased, and added that 37 radar fitted lighthouses are coming up in the future.
The Coast Guard at sea displayed combined operations involving two AOPVs, one IPV, one Chetak helicopter and two Dornier aircrafts.
On board AOPV Sarang, the Coast Guard displayed aerial firing, boarding operation, pollution response capabilities, SAR demonstrations and splash target firing with great precision and care.

HC bench stays demolition of houses for Samathuvapuram
Posted by ganesh in Kanyakumari, Madurai, Others, Public, government on November 28th, 2009
The Madras High Court bench at Madurai has stayed demolition of houses and felling of trees at Thirparappu village in Kanyakumari district for construction of Samathuvapuram (government’s egalitarian housing colony).
A divising bench comprising Justice D Murugesan and Justice S Nagamuthu in their interim order also directed officials not to remove the trees that were felled.
The petitioner, one Vasantha, said 3,000 rubber and coconut trees had been felled and there were 73 houses, which were built about 50 years ago in the land.
The residents’ forefathers, who were engaged in the construction of Pechiparai dam, had occupied the land classified as poromboke (government) land and cultivated mango, coconut and arecanut in the area and the houses were assessed for property tax and numbered besides having electricity connection.
Though their application for issue of patta was pending with the collector the administration decided to establish samathuvapuram in the same area for the homeless people.
Disposing their petitions, the bench on october 16 permitted the officials to survey the land. However, they were ordered to identify 4.05 hectares out of 9.72 hectares of land available in the locality, with no disturbance to people already living for long years.
The petitioner said the revenue officials ‘misunderstood’ the order as licence to evict people and came with 300 policemen on November 23 and razed many houses without issuing notice to residents.
